Modernizing the Economic Compass: Redesigning the U.S. Jobs Report Survey
I reimagined the Current Population Survey (CPS)—the foundation of the U.S. Jobs Report—as a respondent-centric digital experience. By transforming a legacy, interviewer-dependent process into a frictionless, mobile-first web app, I demonstrated how intentional UX can solve the "Cold Start" problem in civic data collection, boosting participation rates and ensuring the integrity of national economic data.
Context
What it is and who it’s for
The Current Population Survey (CPS) gathers employment data from ~60,000 households to power the U.S. Jobs Report. This redesign focuses on the online experience—making it easier, clearer, and more trustworthy for participants.
Role: Sole Architect & Researcher
As the lead designer on this self-initiated project, I owned the entire product lifecycle—from conducting heuristic audits of federal data standards to architecting the interaction logic, wireframing, and high-fidelity prototyping. My goal was to prove that "Civic Tech" doesn't have to be synonymous with "Bad UX."
Original Experience
The CPS survey was built for interviewers, not participants. Its online version feels rigid, text-heavy, and hard to navigate—especially on mobile. For many households who rely on smartphones, this creates unnecessary friction. The result? Lower response rates, incomplete data, and missed voices that matter most.
The Challenge: A System Built for the Past
The CPS powers one of the most influential data points in the world, yet its collection methods remain anchored in the "interviewer-driven" era. The existing digital interface is a direct translation of paper forms—rigid, text-heavy, and nearly impossible to navigate on mobile. For the 60,000 households surveyed monthly, this creates a "Friction Tax" that leads to survey fatigue, incomplete data, and skewed economic insights.
Goals
I redesigned the CPS as a mobile-friendly web app to reduce friction, build trust, and boost completion. The focus was on simplifying flows, clarifying messaging, and guiding users with progress cues—all to support more accurate, complete data for the Jobs Report.
Strategic Opportunity: Reducing the "Cognitive Tax"
I identified four key pillars where design could radically improve data quality:
Accessibility & Agency: Moving from interviewer-led to respondent-led flows to reduce intimidation and increase convenience for small business owners and busy households.
Data Integrity via Inline Logic: Replacing static questions with "Smart Tooltips" and scenario-based examples to reduce misclassification errors at the source.
Speed to Insight: Replacing paper-based lag with real-time digital entry, significantly reducing the need for "downstream revisions" in national reports.
Trust & Transparency: If respondents see “your data powers the national Jobs Report” in real time, it humanizes the process.

To ensure the integrity of national employment data, I architected a linear, high-resilience user flow that prioritizes Error Recovery and Clarity. These wireframes serve as the logic blueprint for a system designed to guide non-technical users through a high-stakes reporting process with zero ambiguity.
Strategic Design Solves:
Self-Healing Onboarding: I designed a "Retry-and-Recover" loop for the QR-entry phase. If a code is unreadable or expired, the system doesn't just fail; it provides immediate, actionable feedback to get the user back on track.
Linear Task Architecture: By breaking complex federal forms into a single-path, mobile-first experience, I eliminated "Navigation Anxiety," ensuring respondents stay focused on one data point at a time.
State Persistence: I defined the structural logic for "Save & Return" states, allowing users to exit the app mid-survey and resume exactly where they left off—a critical feature for busy small-business owners.
Impact & Future Vision
Vision: Data as a Service (DaaS)
This project demonstrates the potential for a "Respondent-First" federal ecosystem. The future of the Jobs Report isn't just better surveys—it's Integration. The roadmap for this app includes HRIS integration (connecting directly to payroll software) and predictive reminders, moving the US Census from "chasing data" to "facilitating insight." By lowering the barrier to entry, we aren't just making a better app; we are strengthening the quality of the data that drives the nation's economy.
